California’s Insurance Commissioner Ricardo Lara has issued “guidance” clarifying that insurance coverage on double mastectomies should no longer be considered “cosmetic” in the state but as “reconstructive.” The move now classifies normal healthy God-designed breast tissue as “abnormal structures of the body caused by congenital defects.”

Lara’s guidance emphasized that California law prohibits health insurance providers from denying “male chest reconstruction surgery for female-to-male patients” solely on the basis of age.”
